Vote participation is the share of proposals a member voted on, among only the proposals opened while that member's Council seat is independently verified on-chain — not a raw vote count. A seat not yet proven for any proposal reads as not eligible, never as a missed vote. Public Council endpoints have not yet been independently attributed, so node health is not tracked. A separate primary-duty observation is collecting for the dynamically identified Consensus nodes.
