The neo.community percentage covers only proposals recorded on that portal: it is the share a member voted on among proposals opened while that member's Council seat is independently verified on-chain. Council transaction approvals are shown separately as executed-witness or additional verified-signature evidence. No combined percentage is published, and no visible absence is described as a missed vote. Public Council endpoints have not yet been independently attributed, so node health is not tracked. A separate primary-duty observation is collecting for the dynamically identified Consensus nodes.
